軟實力是改變世界的原動力,軟實力的概念在過去10年,已經成為外交政策的一個重要因素,它已經在西方世界之外造成強大的磁吸效應,多數國家現在正認真努力地發展他們的公眾外交,並面臨與海外觀眾交往的種種挑戰。因為全球資訊革命和多重跨國的聯結,人們有更多的連繫,軟實力在當今的資訊時代更形重要,而如韓國般的中等強國(middle power),有意識地尋求軟實力,以彌補相對於強權國家的硬實力的不足,軟實力在東亞地區在獲得國家影響力和地位上,愈來愈具有戰略價值。韓流已經成為一種世界性現象,本文擬以韓流新勢力K-POP為例,就韓國如何發展軟實力之戰略進行分析,並檢視韓國軟實力在全球的地位及探討韓流的崛起及其影響與效益。
With the advent of the 21st century, soft power has been widely regarded as a dynamics behind world change and a determining factor in the conduct of foreign policy. In addition, more and more countries pay a serious attention to public diplomacy, given the acceleration of globalization and the arrival of an era of information. As a middle power, South Korea has consciously sought to enhance its soft power in order to offset its insufficient hard power vis-a-vis big powers. Against this background, the Korean Wave (Hallyu) has emerged as a global phenomenon. This is in particular exemplified by the growing popularity of Korean pop music in the last few years. The purpose of this article is to examine the rise of K-POP as an example to explore South Korean way to nurturing soft power and to discuss its implication, prospects and challenges in the end. |
