The National Center for Research on Earthquake Engineering(NCREE) of Taiwan develops application software 'Taiwan Earthquake Loss Estimation System(TELES)' to simulate earthquake scenarios and estimate induced damages and losses. It helps to obtain reliable estimates of potential seismic hazards and losses soon after the occurrence of earthquakes. It also helps to provide useful data when local governments and public services propose their disaster mitigation plans. Integrating with probabilistic seismic hazard analysis in the future, it will help to provide catastrophic risk assessment and management tools. This paper focuses on demonstrating the analysis models, software features and applications of the Early Seismic Loss Estimation(ESLE) module which is contained in TELES. The ESLE module will be triggered after receiving large-earthquake report from the Central Weather Bureau by email. It automatically selects the study region, aggregates the associated inventory/population data, and conducts the prescribed hazard analysis, damage assessment and loss estimation. It also automatically outputs the analysis results in raster maps and in tabular forms to show the most severe regions and the distribution of damages and casualties. Automation saves work force and time in emergency response actions. The assessment of damage and casualty distributions helps to dispatch rescue forces and medical resources. |
