安置處遇的成效可以由客觀行為與主觀想法兩個層面來看,前者表示偏差行為的減少,後者則意涵著可能導致偏差行為之價值觀類型的去除,以本研究所關注之從事性工作的未成年女性來看,「家庭是令人難過的」、「較依賴朋友」、「性工作是合乎道德的」等三種價值觀較容易導致個體出現從事性工作的結果,因此在安置機構的期望方面,從事性工作之女性在經歷過安置處遇的經驗後應該會改變其價值觀類型,以轉變為較不容易導致從事性工作之結果的價值觀,因此研究者認為就其主觀態度來看對於家庭、同儕關係、性工作等方面的想法是評判安置處遇是否發揮功能之主要依據。然而,在制度面與機構面的實務運作上,從事性工作之未成年女性的個人想法則較少被關注,甚至在《兒童及少年性剝削防制條例》中認為,在以保護青少年為主要目的的操作之下,未成年者不具有表達性自主權的立場,即便未成年者主張自己是在自由意志的情形之下做出從事性工作該選擇,但仍會被政府單位以缺乏知識經驗為由而否定其自由選擇的結果,故研究者認為,透過實際與從事性工作之未成年女性對話的方式進行理解以探討該群體所具有之在家庭、同儕關係、性工作等方面的價值觀為何是一項重要的事情,同時進一步分析安置機構所發揮之處遇效果。根據研究結果發現,在具有安置機構的經驗之後,從事性工作之未成年女性在家庭與同儕關係方面的價值觀會轉變為較不容易導致從事性工作該結果的類型,但僅有於家庭方面的價值觀變化與安置機構有關,在同儕關係方面則與個人實際的社會互動經驗較有關連性。至於在性工作的方面而言,本研究中的三位研究參與者在經歷安置機構前後皆抱持著較為認同的態度,強調從事性工作一事為經過自身自由選擇的結果,其認為儘管社會上確實存在許多需要被救援的未成年者,但就三人自我的經驗與感受而言則否認自己是需要被拯救的對象,反而認為安置機構與法律的介入是一種對個體意識的侵犯。
The effectiveness of resettlement agency can be seen by objective behavior and subjective thinking. The former represents the reduction of deviation behavior, while the latter implies the removal of the types of values that may lead to deviation behavior. Under the view of underage women, the three values of ''family is sad'', ''more dependent on friends'' and ''sex work is ethical'' are more likely to lead to the result of individual engaging in sex work, so in the expectation of the resettlement agency women who engage in sex work should change their value types after experiencing the experience of resettlement, so as to change to values that are less likely to lead to the result of sex work. So the researcher believe that for their subjective attitude, for the family, the idea of peer relationship, sex work, is the main basis for judging whether the resettlement agency is functioning. However, in the practical aspects of institutional and organizational aspects, the personal thoughts of underage women engaged in sex work are less concerned, even in the ''Regulations on the Prevention of Sexual Exploitation of Children and Adolescents'', under the operation of the purpose, the minors do not have the position of expressing autonomy. Even if the minors claim that they are engaged in sex work under the condition of freedom, they will still be defined as lacking of knowledge and experience by the government. For the sake of denying the result of his free choice, the researcher believe that the understanding of the group's values in the family, peer relationship, and sex work is based on the actual understanding of the dialogue with the underage women engaged in sex work. It is an important matter, and at the same time, further analysis of the effects of the resettlement agencies. According to the results of the study, after having the experience of the resettlement agency, the values of the relationship between the family and the peers of the underage women engaged in sex work will be changed to the types that are less likely to lead to the result of engaging in sex work, but only in the family. Changes in values are related to the resettlement institutions, and in terms of peer relationships, they are more relevant to the actual social interaction experience of individuals. As far as sex work is concerned, the three study participants in this study have a more positive attitude before and after going through the resettlement organization, emphasizing that engaging in sex work is the result of their own free choice, which is considered to be in society. There are indeed many minors who need to be rescued. However, in terms of the experience and feelings of the three people, they deny that they are the objects that need to be saved. Instead, they believe that the involvement of the resettlement agencies and the law is a violation of individual consciousness. |
