2018年11月24日舉行的地方選舉是蔡英文就職後首次面對的期中選舉。在本次選舉中民進黨面臨重大的挫敗,不僅得票率大幅下滑,執政的直轄市、縣市也由原先的4都9縣市縮減為2都4縣市。何以2016年總統與立法委員選舉中完全執政的蔡英文與民進黨政府,甫執政兩年就面臨如此重大的挫敗?本文試圖從蔡英文上台後所進行的幾項重大政策改革出發,從中探究民進黨失去人民支持的關鍵性因素。個人認為地方施政不佳與政策立場搖擺不定是導致失去支持的最關鍵因素。
The local elections held in November 24, 2018 were the first midterm elections after President Ing-wen Tsai's inauguration. In this election, the DPP's vote share dramatically declined from 47.6% in 2014 to 39.2%, and the numbers of administrative district held by the DPP also decreased from 4 municipalities and 9 cities and counties to 2 municipalities and 4 cities and counties, respectively. Why did Ingwen Tsai's administration and the DPP face such a heavy defeat in her first two years? This paper sets out to investigate why the DPP lost its electoral support from Ing-wen Tsai's political reforms, in which I argue that the poor local governance and unclear policy goals were the major reasons for the DPP's loss in electoral support. |
