園藝博覽會籌辦企劃模式之研究──以台灣實施案例經驗分析為例

Cases Study on the Models of Horticultural Exposition in Taiwan

近十餘年來世界各地舉辦的國際博覽會成功案例不少，其經驗和心得可供我國推動籌辦各種主題博覽會借鏡。台灣地方政府曾經主導舉辦多次的主題博覽會與大型活動中，本文採用個案研究法，選擇宜蘭綠色博覽會、彰化花卉博覽會與台北花卉展等三個案例，利用資料文獻分析、參與式觀察、訪談等方法，交叉分析探討台灣園藝博覽會籌辦企劃與運作模式。結論指出目前雖因國際政治因素而使台灣於短期內不容易籌辦國際認證之博覽會，但卻可積極培養創新企劃觀念和團隊合作方式，建立專業分工和協作的成規，整合資源和規劃完善配套，建構一套在地化的籌辦企劃模式與運作的模式；如此方能提升我國今後推動籌辦各種主題博覽會之境界和成效。 There are many successful International Expositions held worldwide in the past decades. The experiences of those successful cases could be the referent for many countries when holding various expositions in the future. The study chooses three cases from various expositions held by local governments in Taiwan, including Green Expo' of I-Lan, Flower Expo' of Chang-Hwa and Flower Fair of Taipei. By using case study method, this research tries to analyze the planning programming and operational model of Taiwan horticultural expositions through data collection, field participation and interview. Maybe, it is not easy for Taiwan to hold an internationally recognized exposition recently due to the complexity of international political economy. However, the conclusion is we should learn both the art of innovation and creative teamwork to integrate the whole resources, establish a local model of operational system for planning the Horticultural Expos' toward the sustainable future in Taiwan.
