2019年,臺灣醫院評鑑實施已超過40年,醫策會成立滿20週年,每個階段都有許多醫界先進的參與,評鑑制度幾經更迭,但積極追求卓越與扮演政策推手的角色依舊,現行醫院評鑑基準,在「以病人為中心,運用照護的結構面、過程面與結果面去衡量品質」基礎下,持續優化條文、深化基準鑑別度、配合社會期待與政策結合,更貼近國際趨勢。自2015年新一輪醫院評鑑,更參考美國「Tracer」評鑑方法導入以病人為焦點的查證方式(Patient-focused Method),引導受評醫院將評鑑基準內化至日常工作中,以醫院臨床作業流程現場查證取代部分書面審查,降低醫院為準備評鑑資料而產生的困擾與壓力。
2019 marks over 40 years of implementing hospital accreditation in Taiwan and over 20 years since the establishment ofthe Joint Commission of Taiwan. Numerous medical professionals have participated at each stage of developing the accreditation system, which has undergone several revisions. Nonetheless, the goals of actively pursuing excellence and promoting related policies have remained the same. Under the basis of patient-centred care and evaluating quality through healthcare structure, process, and outcome, the current accreditation standards have become more in line with international trends by revising the accreditation articles, improving the discriminability of the accreditation standards, meeting social expectations, and integrating with governmental policies. Beginning from 2015, the hospital accreditation system referenced the Tracer methodology adopted by the United States and introduced the patient-focused method. Hospitals were then guided to internalize the accreditation standards into their daily operations and replace documentary review with onsite verification of clinical operations and procedures. This lowered the inconvenience and pressure of institutions when preparing accreditation materials. |
