Multiple Drug treatment program in Taichung prison: Toward a Comprehensive drug treatment model

美國國家藥物濫用研究所（NIDA）2012年發佈藥物濫用成癮處遇準則，指出藥物濫用處遇之組成包含家庭介入、職涯發展、衛生教育與法律諮詢等，不侷限於醫療治療。因此，本研究依據前項科學化處遇原則，規劃毒品犯多元戒治輔導處遇計劃，並於法務部矯正署台中監獄進行兩期方案介入及測試，以達減少毒品犯再犯之目標。此項毒品犯多元戒治輔導處遇計劃於收容受刑人數量最多之台中監獄進行，第一期計劃實施期間自2017年4月1日至106年7月31日止，第二期計畫實施期間自2017年9月5日至11月30日止，每堂課程規畫3小時，參與第一期計劃之毒品犯共14位，參與第二期計劃之毒品犯則有16位。課程主題包括用藥影響與法規、愛滋病（HIV）與健康教育、正確藥物的使用、醫療諮詢等，團體課程則包含非理性思考的介入、家庭與同儕間的溝通技巧、職涯發展與財務管理等。除此之外，為有效得知計畫實施之成效，針對參與學員進行前、後測問卷調查。實施結果發現參與處遇後之受刑人不僅在家庭依附關係與生活態度等面向有所改善，更重要的是，研究參與者對於自己未來的戒癮動機亦有所提升，大幅強化其日後執行戒癮計劃之意願。 NIDA (2012 revised) published the Principles of Drug Addiction Treatment: A research-based guide, and emphasized that the components of comprehensive drug abuse treatment should include family intervention, career development, legal and financial consults.., not limited to medical therapy itself. As a result, the comprehensive treatment program for drug offenders in Taiwan is proposed by the author and implemented followed the principles and guideline of NIDA. The multiple treatment program for drug offenders is administered in Taichung Prison, the biggest prison in terms of capacity in Taiwan. The first program started from 1 April to 31 July, 2017, with 14 drug offenders; the second program started from 5 September to 21 November, 2017, with 16 drug offenders. The major treatment courses include drug influence and law regulation, HIV and health education, accurate drug use, medical consults..., and a serial of group therapy courses include irrational thinking intervention, communication skills for family and peers, career development and financial management are provided. Besides, needs assessment of the drug offenders and pre-test and after-test of the effectiveness evaluation designed by the author are administered. The results show that not only the family relations and the outlook on life are improved, but also the motivation and the willingness for participationg drug abuse treatment are enhanced.
