Will History Repeat Itself?－Review and Forecast of Sino-US Trade Wars in the Past 27 Years: Focusing on US Section 301

從2016年下旬至2018年8月，美國對中國發起多項貿易調查。隨著中美貿易戰升級，美國霸權立法“301條款”成為美國發起單邊主義措施的主要依據。美國的一系列行為違反了WTO多邊貿易規則，也違背了其在《政府行政聲明》中的承諾。筆者以美國“301條款”為中心，回顧和剖析27年來中美貿易戰的歷史，為中國應對本次中美貿易戰提供個人管見和對策建言，特別強調要盡最大努力，爭取實現最佳前景，即合作共贏／妥協雙贏；但是，更應當做好最壞的思想準備，即不怕美方層層加碼的高壓、訛詐、恐嚇、霸淩，敢於和善於打持久的貿易戰，既敢於針鋒相對，及時採取反制措施，又善於開展有理有利有節的反霸鬥爭。

From late 2016 to August 2018, the United States launched a number of trade investigations against China. With the escalation of the Sino-US trade war, Section 301 became a main important basis for the US to launch hegemonic unilateral measures. A series of US actions violate the WTO's multilateral trade rules and violate its commitments in SAA. This article focuses on hegemonic Section 301 and analyzes the history of Sino-US trade wars in the past 27 years in order to provide personal insights and countermeasures for 2018 Sino-US trade war. We need to try our best to achieve the best prospects while preparing for the worst. Don't be afraid of the high pressure from US and prepare to take countermeasures in a timely manner, fighting reasonably and advantageously against hegemony.
