行政院為表揚所屬公務人員對國家社會之貢獻,以激勵士氣,提升行政效能,每年度均根據「行政院表揚模範公務人員要點」,由機關遴薦、再由行政院依程序選拔模範公務人員。惟經本文卡方統計結果證實,行政院模範公務人員獎的頒授遵循強制分配的原則,其標準是地方政府層級(直轄市政府2~3人、省轄市及縣政府0~1人)以及地方政府員工人數(10,000人以上2~3人、10,000人以下0~1人),至於地方首長黨籍與中央執政黨之異同,雖未直接影響地方政府獲獎人數的多寡,但同黨的地方政府連續獲獎的可能性是相對較高的。本文認為,地方政府遴薦的模範公務人員確實仍有優勝劣敗之分,在決定行政院模範公務人員獎項所屬時,不應該以地方政府的層級或其他特徵差異做為強制分配的標準。行政院模範公務人員獎係依據「公務人員品德修養及工作潛能激勵辦法」所設,惟採行強制分配的原則,很可能使得獎者遭批評為強制分配的受益者,激勵效果可能大打折扣,反失設獎美意。
To commend and motivate employees for their contribution, the Executive Yuan selects the outstanding civil servants out of the local governments every year in accordance with "Operating Guidelines for Selection of Model Civil Servants of the Executive Yuan." According to the empirical results of Chi-square test, this article discovers the principle of the number of the selected Model Civil Servants of the Executive Yuan in local governments from the appliance of forced distribution. The ranking may include the administrative level, the staff size, and the partisanship of chief executive in local governments. In sum, the civil servants who are recommended by local governments should fulfill a fair and convincible procedure which is fit for their job performance rather than the identical political orientation with their service agencies. On the other hand, since the observation from the forced distribution exists indeed, the prizewinners may be criticized as beneficiaries of distorted mechanism, and the effects to establish the achievement motivation for Model Civil Servants of the Executive Yuan will be reduced. |
