加速大臺中圖資雲核心圖資及通用版電子地圖

臺中市政府（以下簡稱市府）升格以後城鄉幅員廣大，除市府各機關資源外，在基礎圖資之建置與更新作業上，需擴大與結合多方資源，利用策略結盟方式，以獲取高品質圖資，目前市府與內政部、交通部、臺灣師範大學、管線事業機構等合作，整合資源以獲致較高品質之地圖檔案；如何有效利用暨有資源以產生最好的地圖檔案，為中央及地方政府均需解決之問題。現行本府所使用之大臺中圖資雲底圖，部份區域使用最新版本內政部通用版電子地圖，因通用版電子地圖之建物區塊並無分戶及樓高結構等基礎資訊，在都會人口密集區不易區分建築物之正確位置，無法滿足市政發展進階需求。本文目的在於研析如何利用多元混合圖資（如地籍圖、現有1/1000 地形圖、都市計畫圖等）配合通用版電子地圖所慣用的航測製圖方式進行套合編繪成圖，以期快速且精準的達成對現有通用版電子地圖建物區塊之加值及道路更新作業的目的，提高臺中市政府地理資訊業務應用之更高附加價值，保持既有地理資訊系統對基礎地理資料之需求及提高資料流通使用成效。 Taichung city have expanded to 29 urban and rural district area after year 2010. Taichung Citygovernment collaboration with the Ministry of Interior, Ministry of Transportation, National TaiwanNormal University, Utilities, etc, to acquire high quality maps from different resources to meet theneed of city planning and development. But how to effectively use existing resources to produce thewin-win situation for the central and local governments are issues required to think about.Taichung cloud base map currently are partly formed by CVEM(Common Version Electronic Map)maintained by National Land Surveying and Mapping Center, due to the buildings of CVEM lack ofhousehold , story and structure information , not only in densely populated areas will be difficult to distinguish the correct location of buildings, but also will be difficult to integrate into daily GIS serviceto public.This article will address on research and analysis of the operations on how to use diverse mix mapdata (such as cadastral maps, the existing 1/1000 topographic maps, city planning map, etc.) with aerialmapping technique to quickly and accurately achieve value-added buildings block and roads. Andeventually to keep working efficiently of both on-going GIS service to public and data exchangebetween agencies.
