地政單位鑑於圖解地籍圖使用頻繁,致日益破損,造成地籍管理困難,及為保持圖解地籍圖原貌,確保民眾權益,與克服地政人員短缺,無法於短期內完成圖籍更新,爰辦理圖解地籍圖值化委外作業,不僅可以提升圖籍管理品質,資料交換也可以透過網路通訊方式獲得,大大提升服務效率。(1)臺灣省地區的圖解地籍圖數值化作業(臺北市及高雄市已於85年度前完成全部圖解地籍圖數值化作業),自86年度至92年度止,已分別完成臺灣省5個省轄市及台北、桃園、南投等三個縣全部地政事務所圖解地籍圖數值化作業;93年度並賡續辦理臺灣省14個縣轄屬之地政事務所圖解地籍圖數值化工作,目前臺灣省圖解地籍圖已完成數值化作業的土地筆數已達7,047,906筆,圖幅數88,549幅(2),約為計畫辦理數量的三分之二,成果可謂豐碩,依照目前辦理的進度估計,全部工作將可於94年度全部完成。本研究係從歷年數化的經費,根據單價分析,承包筆數、工作期程等角度予以分析,若研究模式可以建立,將提供以後類似計畫發包價格、工天訂定、經費編列參考。
The problems of broken and damaged paper maps have been getting serious and making difficult to be managed due to the frequent use of those maps. In order to maintain the original quality of the analog cadastral maps, guarantee the rights of the people and overcome the shortcoming of manpower on updating the cadastral maps, the Land Administration Organization has promulgated the digitization of analog cadastral maps for the Taiwan area. It is expected to promote the quality of map management and the efficiency of government services by making those cadastral data transferred and exchanged on the Internet. It is summarized that around 88,549 digitized cadastral maps with a number of 7,047,906 parcels of land were completed from 1987 to 2003, covering the areas of 5 cities and 3 counties for two third of parcels in the Taiwan area. This project is continuously executed for another 14 counties in 2004 and aimed to finalize by 2005. The data of the expenses on the analog cadastral map digitization project from 1997 to 2003 were collected and summarized by this study. An analysis model based on the data of expense cost per parcel, parcels digitized per manufacturer and working days per case is expected to establish and provide a simply estimation of the costs, the work-days,the price for the project budget. |
