太平山國家森林遊樂區生態旅遊策略聯盟之政策分析

Policy Analysis of the Strategic Alliances of Taipingshan National Forest Recreational Area

作為國家森林遊樂區與民間企業策略聯盟的先驅者，羅東林管處希望民間旅遊業的聯盟廠商可以積極協助林管處對於太平山森林遊樂區生態旅遊的推展。但是因為若干的執行因素及政府機關制度上的制約，反而使得問題變得複雜並且成效不彰。本研究以個人訪談的研究方法，遍訪瞭解關鍵問題的政府官員、不同行業的民間業者總計十人之後，歸納成四點主要的議題，分別是：一、聯盟業者的創新潛力尚未被有效地激發出來。二、資源的單方向分享與互利問題。三、策略聯盟廠商之間存在不公平競爭的問題。四、通過策略聯盟深化生態旅遊解說教育的問題。本研究除了澄清國家森林遊樂區政府與民間策略聯盟的本質之外，最後並提出制度設計的改善建議。 As a pioneer in strategic alliances between national forest recreational area and private sector, Luodong Forest District Office has made efforts to push the strategic alliances partners to help the implementation of ecotourism policy. However, because some practical barriers and institutional constraints, the system of the strategic alliances works inefficient and with complaints. The purpose of this study is to clarify the major problems and to provide solutions. After interviewed with ten key persons, including government officials and managers in tourism industries, four major problems are identified. First, the innovation potential of the private sector is still underdeveloped. Second, the problem is how to benefit both sides, but not single side. Third, unfair competition exists among the partners. Fourth, the interpretation system can be further improved. We hope the suggested solutions would help the strategic alliances organization to achieve the policy goals of ecotourism.
