明朝十六世紀兩淮鹽政的制度創新：以《鹽法條例》為中心

Institutional Innovation in Sixteenth-century Ming Lianghuai Salt Administration: Notes on the Newly Discovered Yanfa Tiaoli

現藏中國社會科學院近代史研究所圖書館的《鹽法條例》一書，收錄萬曆三年至十五年兩淮巡鹽御史的題本，其中有關私營牙行的記載，反映綱法成立前夕囤戶形成的背景。本文介紹這本罕為人知的史料，並以「制度創新」的思路，把握十六世紀末兩淮鹽政制度的演變。 Yanfa tiaoli, a rare collection of Salt Censors’ memorials between the 1570s and 1580s, has recently been discovered in the library of the Institute for Modern History at the Chinese Academy of Social Sciences. This paper explores the structure and content of the book, and analyzes the Lianghuai salt monopoly from the perspective of “institutional innovation.”
