In the critical period of China ICT in education into the age of 2.0, how to use scientific monitoring to accurately and objectively grasp the actual level of the development of ICT in huge compulsory schools, is an important foundation to realize the precise transformation of ICT in education. Through the literature analysis of the related monitoring and evaluation indicators and theoretical models of ICT in education, the field study of the compulsory schools in many regions in China, and referring to the CIPP evaluation model, the theoretical framework of the comprehensive monitoring index system covering five dimensions including construction, connection, management, application and effectiveness is formed. Then, through the measurement of sampling schools in western Yunnan and 31 provinces and cities throughout the country, it is proved that the monitoring index system can reflect the actual level of the ICT development of compulsory schools comprehensively, accurately and intuitively. In addition, the internal logic and structural relationship of the index system still needs more in-depth test verification and debugging, in order to finally extract a more scientific and reasonable dynamic monitoring model of the ICT development of compulsory schools. |
