立法思想是習近平總書記民主法治思想的重要組成部分，是新時代指導立法工作、推動立法實踐的方向引領和理論支撐。習近平總書記立法思想內涵深刻、博大精深，主要包括黨領導立法工作、發揮立法的引領和推動作用、發揮人大及其常委會在立法工作中的主導作用、提高立法質量、加強憲法實施和憲法監督等五個方面。從黨的十八大以來立法工作的成就和黨的十九大關於立法工作的部署來看，習近平總書記的立法思想已經深入人心、落地生根，正在深入貫徹、開花結果。
