This paper discusses the significance of Michel Joseph Revon colonial policies and his policy recommendations for Japan minister of justice on various specific administrative measures for Liaodong and Taiwan during 1894-99. Having been a French advisor for Japan Minister of Justice, the recommendations made by Revon have been largely neglected by historians. In order to bring his policy recommendation back to scholars’ understanding of Japanese colonial policy, this paper focuses on the similarities and differences between Revon policy recommendations made for Taiwan and other existing policies, including its characteristics and how it has been implemented and revised over time. In order to clarify above issues, primarily based on Revon work, Discussions Regarding the Governance of Liaodong and Taiwan, and the records of policy commentaries from his contemporaries like HARA Takashi, William Montague Hammett Kirkwood, and NARAHARA Nobumasa, as well as from major newspapers of his time. |
