In the progressive development of the UN Convention on the Law of the Sea, relevant conventions and documents adopted by the International Maritime Organization (IMO) have been referred to through the rule-referencing mode to ensure maritime safety and security. In order to enforce the rules and standards adopted, the regional port State control system has been developed after the initiative of Paris MoU in Europe. In the Asia-Pacific region, the Tokyo MoU was established. China as the major maritime power responded to this development. It highly participated in the IMO and Tokyo MoU organization as well as accepted most of the conventions that the Tokyo MoU referred to. Also established is its Maritime Safety Administration; adopted are integrated domestic rules of ship safety control system. If China still needs to improve its system, to raise its standards would be an option. No matter how, there would not be any obstacle for China to form a maritime power with high-standard and quality in legal enforcement. |
