Currently, the program suppliers write most of proposals of current scientific technology program without using formal method, so that their strategic planning is blur and implementation process is untraceable. Therefore, the whole program will be closed by a rash way and its result cannot satisfy the program requirer with his initial expectation. Due to the reason that many scientific technology programs are released from the government, the executive results will affect the realization of the promotion policy and the enhancement of the competitive strength in our country. The purpose of this research is to propose an architecture method about common language, thinking logic, system perspective and architecture framework of scientific technology program for the program requirer, supplier and reviewer who are looking for using the systematic thinking to operate the program as a best practice. This research adopts the Structure-Behavior Coalescence (SBC) to determine the architecture framework, whose system behavior is based on the system structure, for the scientific technology program. Architecting the proposal of the Industry-University Cooperative Research Project of CTS is taken as an example in this research in order to prove the adaption of the six-golden principle of SBC. |
