In order to maintain sustainable development of the environment, in 2002, the Ministry of Economic Affairs drew up 'The Renewable Energy Development Act Draft', which involves the electricity price subsidy, the equipment subsidy and other forms of governmental support in domestic energy supply chain. As one of the WTO members, our country has to observe the WTO legal orders, therefore whether these domestic support measures would conflict with the WTO regulations, such as 'Agreement on Subsidies and Countervailing Measures', ' Agreement on Agriculture ', or ' Agreement on Government Procurement', should be considered by the authorities before adopting those domestic supporting measures in domestic energy supply. This article attempts to analyze whether those domestic support measure in energy department, in particular in renewable energy supply, would violate the WTO legal orders, and argues possible resolution as a suggestion to energy authorities in Taiwan. |
