Studies of Supply and Demand for Parking at National Science & Technology Museum (Synopsis)

國立科學工藝博物館（ 以下簡稱科工館）規劃了大客車、小客車以及機車停車場，以滿足觀眾的停車需求，但是科工館規劃的停車場數量上是否足夠觀眾停車需要？供需是否平衡？觀眾停車特性為何？都值得作深入的分析，本研究就科工館三停車場採用「牌照登錄法」進行調查研究，以了解科工館停車供需與停車特性，最後進行供需平衡分析並提出建議，研究所得如下：1.供給方面：整體而言科工館停車場平常日共規劃634小客車停車位（或474小客車停車位加42大客車停車位）；假日共規劃714小客車停車位（或554小客車停車位加42大客車停車位）。2.需求方面：科工館停車場於假日、星期六時停車需求較高，幾乎達到車滿的程度，至於平常日則偏低。停車需求時間分布型態，假日時地下停車場與大客車停車場略呈雙尖峰分布，早上11:30-12:00形成第一尖峰，之後稍微遞減，到下午2:30-3:00達到最高峰。至於科教中心停車場發生尖峰停車量時間則不固定。3.特性方面：大客車停車場無月租停車，平均停車延時為3小時左右，而地下與科教中心停車場因有部份月租停車，平均停車延時較長，甚至達到4小時以上。4. 效率方面：就日期而言，除科教中心停車場外，假日時效率最高；而就停車場而言，地下停車場效率最高，平均車位小時轉換率為0.27，平均車位使用率為0.81，至於尖峰車位使用率則達到0.91。5. 供需分析方面：短期內科工館停車場整體而言屬於供需平衡，中期若遇停車增加可以管制方式符解，長期若停車大量增加則需規劃停車用地。

The National Science and Technology Museum (NSTM) has parking spaces for buses, automobiles and motorcycles to meet one of the most critical needs of many visitors to the museum. But is the parking capacity sufficient? What special parking needs do visitors have? These are points which museum management should examine closely. This study looks at all three areas of parking by keeping track of the license numbers of vehicles entering the various areas. Studies lasting three, two and three days were done for a total of eight days of research, beginning at 10:00AM and lasting until 5:00PM or a total of seven hours each day. The results of these studies were examined to evaluate whether there is a balance in supply and demand of parking spaces at the museum.
