首都地方立法的新進展、新形勢與新挑戰

New Progress, Situation and Challenge of the Local Legislation in the Capital City

近年來，首都地方立法工作取得了一些新進展，譬如率先提出地方立法新格局；首次行使人民代表大會立法權；開展首次立法協商；第一次提出公共治理立法理念；開展首次法規預案研究；等等。首都發展進入歷史新階段，對首都地方立法也提出了新的更高要求。地方立法工作面臨著由“忙＂轉變到“難＂的新挑戰，包括地方立法與改革關係難處理；市人大主導立法與市政府發揮立法基礎作用的關係難處理；通過地方立法凝聚社會共識難；公共治理立法理念難以落地。今後，首都地方立法應更加堅持黨對市人大立法工作的領導，努力實現改革決策與立法決策同步推進；繼續發揮人大對立法的主導作用；積極發揮市政府的立法基礎性作用；繼續發揮人民代表大會的制度優勢，積極創新民主立法、科學立法的新機制。

In recent years, the local legislative work of the Capital has made some new progress, such as putting forward a new pattern of local legislation; for the first time to exercise the legislative power of the People's Congress; to carry out the first legislative consultation; for the first time to put forward the concept of public governance legislation; and so on. The local legislation is facing new challenges. In the future, the local legislation of the Capital should strengthen the CCP's leadership of the legislative work, and promote the legislative decision along with the reform decision; continue to give full play of the leading role of the people's congress on legislation; actively play the basic role of the municipal government in legislation; and actively innovate the new mechanism of scientific legislation of democratic legislation.
