國軍老舊營舍耐震補強工法的評估

The Evaluation of Seismic Retrofitting Methods on the Existing Army Camp

國軍依行政院97年頒布「建築物實施耐震能力評估及補強方案」，辦理老舊營舍評估及補強作業，因補強方式眾多，且皆可達到耐震標準，但若未考量實際使用情形及後續營運，日後可能造成使用及維護不便。本研究先依文獻及專家訪談，建立構面及因素層級架構，再對使用者進行問卷調查後應用層級分析法分析，結果最高5個因素依序為1.抗炸力、防水、管線及建物老劣化改善程度；2.工程費用高低；監工難易度；4.施工法難易度；5.施工期長短。接著以李克特量問卷，表將上述因素及補強工法做，對設計、監造及施工單位進行調查，並以比例分析法，評定各種補強工法的相對績效，求得最適的工法。本研究結合使用者及專家的意見，建立評分表，設計師參酌要求後，可提送較佳補強方案，供單位主官做出最適決策。

The Armed Forces of Republic of China implemented the seismic evaluation on old camps in accordance with the 2008 'Programs of Building Seismic Assessment and Reinforcing Scheme'. Because every reinforcement methods would affect future actual use and the subsequent maintenance. Thus the selection of optimum reinforcement method by using Analytic Hierarchy Process (AHP), Likert scale, and relative performance. The results showed that steel cladding method was the optimum reinforcement method because of more resistance to explosion, easy to construct, and minor influence on the layout of existing building. This research combined both the opinions of end users and engineering experts to setup a pattern for selecting an optimum retrofitting methods.
