學程證明書對個人就業效益分析之研究──以博弈管理學程為例

Attendees’ Perceived Benefits toward Attaining a Professional Certificate in Gaming Management: From Academic and Industry Perspectives

近年來，亞洲博弈事業蓬勃發展，包括日本、南韓及新加坡在內，不少亞洲國家看準賭客人數成長帶來的商機，開始考慮讓國內博弈法規鬆綁（劉欣欣，2014）。台灣為了促進離島地區的觀光發展，於2010年1月2日由立法院通過之離島建設條例部分條文修正案，將離島地區博弈除罪化，為將來在澎湖或金馬地區開放賭場，制定了法源基礎。在各界都看好博弈市場可創造不少就業機會之際，加上鄰近澳門、新加坡等有開設賭場的國家，紛紛前來台灣求才，引發各大專院校及民間訓練機構開設博弈課程熱潮。然而，台灣博弈產業未臻成熟，對於相關課程與技職檢定仍在規劃中，未來博奕產業相關的人力仍需借重外國經驗來積極培養。在現有的學系制度下，面對產業界不斷變動的需求，「學程化」課程觀念已逐漸在各大學之中引起迴響。由於澳門的博奕產業為亞洲國家中發展最為成熟，其高等教育在培育博弈專業人才的學制上也是非常完備，為瞭解此類專業學程實施的成效，本研究從澳門賭場業界人士及台灣學術界角度來探討博弈管理學程對個人在賭場就業上所帶來之效益分析。本研究以澳門的博奕管理學程為例，希望藉由他國豐富經驗作為我國未來在博弈管理學程發展規劃之借鏡，進一步提出日後規劃博奕管理學程的建議，以供相關單位參考。

With the anticipated growth the need for qualified employees is critical. Researchers have assessed the popularity and importance of certificate programs over the past decade. Little empirical research has been done on the value of how gaming management certificate programs (GMCPs) benefit the individual practitioner from both academic and industry aspects. The purpose of this study is to identify the value of certificate programs in general and to examine three respondent groups of academic administrators, certified employees, and casino managers on the perceived benefits of GMCPs. Furthermore, three respondent group perceptions were compared to understand the expectations and actual perceived benefits of GMCPs.
