新回合農業談判對台灣農業影響之研究

A Study on Possible Impacts of New Round of WTO Agricultural Trade Talks on Taiwan’s Economy

本文以全球貿易分析(GTAP)模型及其資料庫，模擬分析新回合的農業談判對台灣農業所可能帶來之影響。研究結果顯示，在總體面，對實質GDP 的影響差異不大，但在福利效果、生產者剩餘以及貿易條件的影響上，均以選擇非貿易事項集團（NTC 集團）的立場對我國最有利。至於對農業部門各產業的影響方面，由於各產業的特性不同，不見得採取某特定立場便能得到一致性的結論。其次，在台灣農產品出口方面，採取凱因思集團的減讓條件可以改善我國的出口狀況，其中「肉類製品」在進一步考慮已開發國家農業關稅的分層削減後，其出口成長甚至可由負面轉成正面。而在台灣農產品進口方面，同樣也是在考慮已開發國家農業關稅的分層削減後所帶動的進口值為最多。未來政府相關單位在談判時，宜多考量各種產業之間的利害抵換，彈性地在各集團間取得較有利的談判地位。

Agriculture was the toughest issue dividing negotiators during newroundWTO negotiations. This paper investigates the possible impactsof new round of WTO agricultural trade talks on Taiwan’s economy usingthe Global Trade Analysis Project (GTAP) model, a multi-regionalcomputable general equilibrium model, and its global data set.Simulation results show that potential impacts of new-round WTOagricultural negotiations on Taiwan’s agricultural sector are huge andalliance with different trade groups is essential for Taiwan’s interests.
