推動社區化SARS防治網路工作模式

The Development of a Community-Based SARS Preventive Network Model

嚴重急性呼吸道症候群（severe acute respiratory syndrome, SARS）已成為國際上重大威脅健康之新興傳染病，國內自從院內感染的案例日益增加，使得社區的防治工作益顯重要。傳染病的最佳阻絕之道就是「隔離」，這正是目前社區所面對的最大挑戰，因為未能適當隔離，不僅無法社絕傳染病的散佈，更阻斷了人與人之間的互信與關愛。本文先從SARS對社區的衝擊來探討建構防治SARS網路的方向與工作重點，主要策略包括以「由下而上」的賦權及「社區健康營造」的理念，再依此理念建構出社區防治SARS網路的工作模式，社區護理人員因此次SARS影響下的省思及工作方式，亦在本文中有所探討。

Severe acute respiratory syndrome (SARS) is an emerging infectious disease that is a threat to people nationally. Preventive work in the community has become more important after outbreaks of cross-infection in hospitals. “ Isolation” (i.e. home quarantine) is an essential way to control SARS quickly, but it is also a big challenge to the community. If we cannot isolate SARS in an appropriate way and with appropriate attitudes, isolation will not block the spread of SARS completely, but will destroy trust, love and care between people. The purpose of this paper is to discuss the impact of SARS in the community, and to propose two strategies of developing community-based SARS preventive networks, through “ empowering communities” and “ building health communities”. The role and function of community health nurses should be revaluated in view of the impact of SARS.
