Perspectives of ICT-enabled Traditional Chinese Medicine

中醫系統化服務發展是指將中醫醫療照護行為、流程、參與者及科技化設備，以資通訊技術進行整合式的整體服務解決方案發展。內涵包括醫療照護服務相關資料的標準化與數位化、並透過流程化的資訊串連與交換，由智能化軟體進行決策支援分析，產生具有個別化價值的醫療照護知識，以提升醫療照護品質，並促進營運管理效率。因應政府六大新興產業之智慧醫療發展的政策方針，本文探討中醫科技化與系統化服務發展，如何借重西醫醫療健康資訊發展的經驗，應用台灣資通訊的優勢，在技術面透過模組化、系統化、平台化、雲端化的發展，促成從中醫師與病人一對一的互動，提升到團隊與組織的層次，最終透過由網絡連結跨 時區及地理區的個案，共同提供完整的服務。在新的二十一世紀人口結構改變的驅動力之下，預期中西醫整合性照護的理想，透過資通訊技術進行整合，將帶來健康照護的新契機。

The systematic services of Traditional Chinese Medicine refers to the integration of medical care behaviors, service processes, actors/participants, and devices/equipments through information and communication technologies to develop a comprehensive service solution. It has covered the standardization and digitalization of medical care services related information, as well as the development of intellectual decision support software to generate tailored medical care knowledge to enhance healthcare quality and efficiency. In respond to the government intellectual health care development policy, the discussion has been focused on how to enhance technology and system services development in Traditional Chinese Medicine, by adopting experiences learned from western bio-medical informatics. Considering the informatics and communication technology strengths of Taiwan, the face-to-face interaction between the clinician and patient in the clinical, can be transformed through innovative technology implementation at all levels. Caring by a team and serving by the network could be realized without the barriers of geographic locations and time differences. In the century 21st, it is expected that Traditional Chinese Medicine could be gradually integrated with Western Medicine to provide the ideal comprehensive services for individuals with the assistance of information and communication technology development.
