論網路空間安全保障的戰略導向與制度完善

About the Strategic Direction and Institution Perfection of Cyberspace Safety

網路安全的實現是虛擬社會發展的基礎，各國對網路安全均高度重視。無論是倫敦進程對網路空間治理的討論、慕尼黑安全政策會議網路安全問題的爭議，還是在美國與德國網路安全戰略中管理體制完善與技術進步引導的先進經驗，均顯示網路空間安全保障不僅是技術層面上的保障，更是針對國家安全和社會穩定的保障，已經是各國國家戰略安全不可分割的一部分。網路空間的新發展是我國實現和平崛起的新契機，為了更好地協調網路空間戰略目標與自身力量之間的關係，需要從國家利益的角度制定我國的網路空間安全保障戰略；以保障網路空間安全來推進網路空間的建設，所要堅持的則是網路空間安全與網路空間自由並重，注重頂層制度設計與安全技術進步。根據我國網路安全狀況，網路安全制度的完善需要作為一個系統性工程，從網路安全技術的標準化、網路安全事件回應制度完善、網路安全責任明確、網路安全文化建設等多個方面共同進行。

Cyberspace safety is the basis of virtual society, and all countries attach much importance to cyberspace safety. Cyberspace safety is not only a technical insurance, but also about national security and social stability. The new development of cyberspace is a new chance for China to rise peacefully. To better adjust cyberspace strategy with regard to national power, we need to make our cyberspace safety strategy according to national interest; we need to focus on both cyberspace safety and freedom, both institutional design and technical advancement. According to our cyberspace safety status, the perfection of cyberspace institution has to be a systematic project, and should be proceed through multiple aspects.
