朝陽科技大學「教學品保制度」推動歷程及兩岸交流情形

The Implementation of Teaching and Learning Quality Assurance System and Exchanges across Taiwan Strait at Chaoyang University of Technology

二十多年前台灣開始廣設大學，高等教育逐漸普及，日益增多的大學畢業生平均素質降低，無法符合社會對大學畢業生的期待。為彌補學用落差，呼應產業人力需求，教育部針對大學教育推出競爭型教學卓越計畫，由以往教師為主之教學導向，逐步走向以學生學習成效為主之成果導向；並以學生就業為重要目標，因此教學品質保證成為大學教育的重要議題。本篇文章概述朝陽科技大學如何逐步建置教學品保系統，並以朝陽導入教學品保的教學成效與經驗為例，綜理出推動有成的關鍵要素，期能提供他校及兩岸高教在實施或導入教學品保之參考。

More than 20 years ago, the policy of higher education popularization in Taiwan leads to an increasing number of young people entering industry with college diploma or bachelor's degree, but also with rapid declined quality. To make up the gap between learning and practice, the Ministry of Education launched teaching and excellence project in higher education. For echoing the manpower needs of the industry, higher education which previously dominated by teaching-oriented approaches, gradually shifts to an outcome-based approach focusing on students learning outcomes. With student employment rate as an important goal, it becomes an important issue for a university to build up a teaching and learning quality assurance system. Therefore, this article outlines how to gradually build a teaching and learning quality assurance system at Chaoyang University of Technology. Key factors leading to the success of this system have been pointed out based on several years experiences in implementation so as to provide a reference for other universities on both sides of cross-strait exchanges.
