More than 20 years ago, the policy of higher education popularization in Taiwan leads to an increasing number of young people entering industry with college diploma or bachelor's degree, but also with rapid declined quality. To make up the gap between learning and practice, the Ministry of Education launched teaching and excellence project in higher education. For echoing the manpower needs of the industry, higher education which previously dominated by teaching-oriented approaches, gradually shifts to an outcome-based approach focusing on students learning outcomes. With student employment rate as an important goal, it becomes an important issue for a university to build up a teaching and learning quality assurance system. Therefore, this article outlines how to gradually build a teaching and learning quality assurance system at Chaoyang University of Technology. Key factors leading to the success of this system have been pointed out based on several years experiences in implementation so as to provide a reference for other universities on both sides of cross-strait exchanges. |
