近年來我國高等教育產學合作相關政策之推動

Recent Promotion of Policies of Collaboration between Industry and Higher Education in Taiwan

台灣高等教育近年來受「市場化」及「產業化」 的影響，已將其目標從以往高級菁英知識人才的培 育，轉向強調與產業的結合及就業知能之養成。為 使教育和產業能有較密切的結合，近年來受到政府 財源緊縮的影響，高等教育機構對公共經費的依賴 漸減，政府也推出過許多加強產學合作的方案，透 過績效之考評，與專案競爭經費之核撥，積極強化 學校實習制度，加強學校與產業人才交流合作，強 調高等教育的人才培育需配合產業需求，以縮短學 用落差。囿於篇幅，本文僅針對教育部近年來推出 的「邁向頂尖大學計畫」、「獎勵大學教學卓越計 畫」及「典範科技大學計畫」中有關產學合作的政 策先作摘述，接著檢視2015 年12 月教育部推出 的「高教發展藍圖方案」中所引進的產學合作策略， 最後則分析新政府上台後教育部於2016 年8 月推 出的「新型態產學研鏈結試辦方案」的主要內容。

As Taiwan’s higher education has moved to a more pragmatic mode， its aims have shifted from the cultivation of academic elites to that of skilled professionals. In recent years， higher education in Taiwan has considerably reduced its reliance on public funding， and universities in Taiwan， both public and private， have been encouraged to promote collaboration with industry in order to overcome the financial shortfalls and to meet the growing demand for accountability. The government’s policy of performance-based funding has stimulated universities to compete according to review indicators used for the award of funding for special projects. Due to limitations on length， this paper will start with an analysis of three special projects， namely， the Pursuit of Excellence Program， the Teaching Excellence Program， and the Program for Exemplary Universities of Science and Technology. The focus then moves to the Blueprint Program for Higher Education Development. Finally， we will briefly analyze the newly introduced trial program by the MOE related to strengthening collaboration and alignment between academia and industry..
