江標與清季的湖南維新運動(1895-1897)

Jiang Biao and the reform movement of Hunan, 1895-1897

本文以湖南學政江標為例，說明維新思潮何以在戊戌前的湖南興起，進而使湖南成為戊戌時期推行變法最力的省份。江標本人之思想具有趨新性質，故他就任學政以後，推行各種政策，如以新學取士、創辦《湘學新報》、編纂新學書籍等，對於當時之士子實有相當深遠之影響。在新學取士之下，不少士人得以考助功名，進而成為後來湖南新政運動的忠實支持者。創辦《湘學新報》，則提供一個讓士人認識西學書籍之管道，亦成為宣傳新政的重要傳播媒介。江標編纂新學書籍，除了成為士人科舉之教科書外，亦成為當時認識西方知識的重要途徑。由於江標身為學政，故成為推動新政的重要推手。江標之例子，說明在探討戊戌變法時，地方官員的角色與重要性值得加以探討。

This article described Jiang Biao's contribution for the rise of the Hunan Reform movement. Jiang Biao as the Hunan Provincial Director of Education at 1895-1897,who make some policy to promote the new-style thought in the Hunan province can be receive by Hunan's learned person. So, we must take some attention for the approach which relationship between the local official and the reform movement, it can help us to re-think the history of Reform movement in the 1898.
