國內吊籠現況調查與分析

A Study on Gondola Safety Problems

本研究的目的，係經由現場調查以瞭解國內吊籠使用的安全現況，藉以發現不安全因素，提供適當的建議供給有關部門參考。研究期間自民國84 年8 月至85 年4 月為止，由研究人員設計問卷表（如附錄），並請吊籠代行檢查人員協助現場問卷調查，針對一般管理、安全管理與構造部份等三大主題27 個項目（如本文之研究範圍與限制）進行調查，調查前並舉行說明會，以統一調查方法與判斷尺度。此次吊籠安全維護現況之調查在國內乃屬首次，調查對象為國內列管的吊籠中挑選出200 座吊籠，吊籠原則上分常設型及可搬型，為使調查結果具有比較性，對調查對象的選擇依列管數量分配，選擇常設型103 座及可搬型97 座。依其使用特性上的不同，分為施工用34 座、清潔用166 座，從使用安全管理、構造安全等方面加以調查、分析，進而了解吊籠作業勞工及雇主對安全重視之程度。研究結果顯示，代行檢查員發現有59 座吊籠未經安全檢查合格，當場命令其停止使用，42 座吊籠平時未實施自動檢查，73 座在作業時未配戴救生索；在常設型吊籠方面，有78 座的安全裝置無法動作；在可搬型吊籠方面，50 座在作業前未做安全準備工作。

The purpose of this study is to investigate unsafe factors of gondola operations by conducting a field survey. Recommendations were also made to relevant authorities. This study started in August of 1995 and ended in April of 1996. The designed questionnaires covered critical aspects in general management, safety management and construction of gondolas. Safety management and construction of 200 gondolas were studied with 103 fixed type gondolas and 97 movable type. Among these gondolas, 34 were used for construction and 166 were used for cleaning the buildings. The results show that 59 out of 200 gondolas were not inspected prior to usage; self-inspection was not carried out for 42 gondolas; operators of 73 gondolas did not use safety belts. Safety installations of 78 fixed-type gondolas did not work. Fifty out of 97 movable type did not have safety preparation prior to start of work.
