某專科學校實驗室等場所感電危害之檢測

A Study of Inspecting Electric Hazards in the Laboratories etc. of a Institute

本文旨在檢測某專科學校實驗室等場所之感電危害，為達成此目的，首先以文獻分析法建立理論基礎，建構「感電危害檢測表」，並使用有關電氣測定儀器進行實地檢測。結果發現電氣安全管理方面有以下八項缺點：1.未依照規定設置勞工安全衛生人員。2.未依照規定訂定自動檢查計畫，並實施電氣設施之自動檢查。3.工作交付承攬，未辦理有關安全衛生事項。4.未依照規定實施勞工安全衛生教育訓練。5.未宣導勞工安全衛生法令。6.未依照規定訂定安全衛生工作守則。7.未依照規定設置電氣技術人員。8.未依照規定公告勞工申訴書。電氣安全設施方面有以下四項缺點：1.絕緣電阻不符合法令規定。2.未依照規定實施接地。3.帶電部份有感電之虞，未設置防護。4.通道上使用臨時配線。同時針對以上缺點提出有關改善意見，提供該校有關單位參考。

This study aimed to inspect the electric hazards in the laboratories etc. of a Institute. We formed the basis of theory by means of analyzing document and deduced the check-list of electric hazards. Then, we inspected the field by related electrical instruments. In electrical safety management, we found the following faults: l.the labor safety & health staff wasn't hired, 2.the self-inspection plan wasn't made and carried out, 3.labor safety & health items weren't done when consigning a contract, 4.1abor education & training of safety & health weren't enforced, 5.the Act & related safety & health regulations weren't disseminated, 6. safety & health working rules weren't set, 7.the electrical technician wasn't hired, 8.the workers' complaints weren't accounted. In the facility, we found 4 faults: 1.the insulation resistance didn't meet the Act & related safety & health regulations, 2.the grounded conductors weren't settled, 3.the exposed charges weren't protected, 4. the interim wires were put on the roads. In the end, we offered our suggestions to improve the above faults.
