建構我國發展遲緩成人照護機構之初探－－以文獻計量學方式與訪談法分析

Preliminary Study of Establishing the Care Center for Person with Developmental Delays--Utilizing Bibliometric and Interview

由於社會日漸進步，對於弱勢團體之福利與長期照護議題逐漸受到各方 關注，其中除老人議題之外， 「發展遲緩兒」這個族群更是需要被重視與發 掘。而台灣目前對於發展遲緩者之特殊教育僅規劃至18 歲為止，發展遲緩成 人該何去何從成為急需解決之問題。本研究旨在探討發展遲緩兒家庭最著重 之特殊需求，與現今各類療養院所提供之服務之間的差異，作為未來建立新 研究方向與建構最適之發展遲緩成人照護體系之重要依據。首先以文獻計量 學方式整合近15 年來相關文獻，作為本研究之輔助資料，繼而與兩個實例之 訪談結果進行比對與探討。 本研究透過文獻計量分析與深度訪談等方式，發現國內外有關發展遲緩 之文獻多注重於「醫療」以及「現在」層面之研究，少有著重於「未來」以 及「社會」層面之研究，但此種特殊家庭最為擔憂的卻是發展遲緩成人未來 的照護與信託問題；深度訪談之後了解特殊家庭未來最需要的是監護人守護 機構以及信託基金總會的成立。最後根據研究結果與特殊家庭的需求，分別 對衛生主管機關、相關學者、家長以及後續研究者提出建議，期許未來在各 方合作下得以建立理想之發展遲緩成人照護機構。

The aim of this study is to compare the difference between particular needs of special families with the service of take-care-organizations as a basis of new focuses of study and establishing the best take-care system of person with developmental delays. The researcher discovered that most references about developmental delays focus on 'medical' and 'nowadays' and few references focus on 'the future' and 'societal', however, those families with special needs are worrying about the question about 'trust' from bibliometric and interview. To be directed against this situation we advance suggestions to directorial hygienic- institutions, academics and other researchers in the future according to the conclusion of this study and the particular needs of special families.
