Use of the Internet resources and promptness and convenience in its transmission have improved the 'efficiency' of each task in the real world. However, when we are enjoying the results brought by high technology in the current trend of 'resource sharing', what puzzles and makes us ponder is: what the definition of 'individual privacy' is and what is more important, the existence of 'individual privacy' or 'resource sharing'? Under the effort of Department of Health to promote computer-based patient record, since medical information of patients is related to individual privacy and disease information, the importance of having them protected is furthered. Due to the implementation of National Health Insurance expense control mechanism, IC Cards are universally used, but there are still many problems concerning medical privacy of patients. There will be the sequela of privacy being intruded, and will it be avoided simply by guideline draft of Privacy Protection of Medical Information or the official act that will be passed in the future? This is an issue worth more attention. With a review on domestic and international documentation and execution experiences of related agencies, this article makes a retrospective analysis, for the use as reference for future medical information management. |
