從醫療疏失的省思談醫院之公民實踐

From Medical Error to Hospitals Practice of Citizenship

本文主要在闡述避免醫療疏矢，重整台灣醫療秩序，要從提昇醫院管理 者的社會責任嵐做起。強調醫院管理者應以企業倫理作為決策依據，即以道 德準則和標準'來決定個人及醫院活動的方向，同時提供美國醫療行政學會 的行政主管倫理手則，作為醫院管理者專業倫理指引。最後提出促進醫院早 日達成公民實踐的20項企業公民行為，並建議未來醫院評鑑應將醫療機構的 企業公民實踐和醫療倫理之注重與實際活動情形列為評鑑項目。

In order to prevent the happening of medical error and to restructure the medical system, the purpose of this paper has emphasized the importance of hospital mangers sense of citizenship. While making decisions, hospital managers should depend on the law of business ethics. Moral principles and criteria should be used as guiding principles for individual and hospital activities. This paper further summarized the code of ethics of American college of healthcare executives for readers reference. Twenty business corporate citizenship behaviors will also be recommended by authors to use for hospital accreditation in the area of hospitals practice for their citizenship and ethical behaviors.
