醫院年度工作計畫與預算導入PDCA管理循環網路作業平臺之應用－－以某醫學中心為例

An application example to the medical center - How to build up a annual plan and budget system with PDCA cycle on the network platform

2007年衛生署所公布之新制醫院評鑑，其中規範醫院應訂定年度工作計畫並編列 年度預算，除因應評鑑之準備，亦為落實日常管理作業機制與資訊化之目的，個案醫 院自2007年9月起由該院企劃課、會計課與資訊部共同研擬建構「計畫與預算資訊系 統」網路作業平台，並以PDCA的管理循環架構，有效的對院內各組織單位提報年度計 畫與預算資料進行彙整、簽核及執行後的資料整理、進度追催，檢討與改善。本文藉 由瞭解個案醫院現行計畫預算導入網路平台的PDCA管理循環模式運作現況，探討歸納 出計畫系統導入網路化管理機制的建議，作為各醫院管理作業之參考。

The accreditation standards for Taiwan’s hospitals has been published by the Department of Health in 2007. The standards of annual plan and budgeting are the most important part in the first chapter. With the increasing usage of information technology, the integration of annual plan and budget data application have become more critical. For the purpose of management and informatizaton, the hospital build up a information system on the network platform, which can collect the plan and budget data. We use the PDCA (Plan-Do-Check-Act) cycle for our annul plans, which emphasises and demonstrates that improvement programs must start with planning, must result in effective action, and must move on again to planning in a continuous cycle. The PBS (Planning and Budgeting System) works effectively in the PDCA cycle. At last, it proposes some innovation suggestions for further development directions to administrators in hospitals.
