醫院採購：由獨立邁向聯合之應用初探

Applied Research from Hospital Independent Purchasing to Group Buying

台灣醫院聯合採購的實施，宣告了我國醫療成本降低進入另一新階段的開始。本文旨在探討醫院聯合採購的運作架構及其相關的配套措施，並對醫院聯合採購未來努力與發展的方向，提出建議方案。藉由與醫院採購相關人士面談，取得聯合採購中心成立半年多以來的相關資料，了解聯合採購之現況及未來努力的方向。結果得到，聯合採購目前已經達到降低成本、精簡人力和節省會議成本之成果，未來的目標是朝向電子平台方向發展，替三院謀取最大的利潤。建議醫院可以逐步統一品項，配合電子平台之實施，使聯合採購之成效更上一層。

The implementation of hospital group purchasing means the hospital in Taiwan is entering into a new stage of reducing cost. This paper intends to explore the operating model for hospital group purchasing, and make some suggestion for its future development. By meeting with the people who charge with group purchasing in the three hospitals, I get the numerical data in the past six months, to understand what situation that group purchasing center is facing and where they are going. Results show that group purchasing is already reducing the cost, minimizing manpower cost and cutting down the meeting cost. The group purchasing center’s goal is toward the electronic platform, to maximize the profit. We suggest the hospitals can stepwise uniform the purchasing category for designing the electronic flatbed to get a higher performance.
