如何在健康醫療環境中，提供優良品質的照護，減少醫療疏失，來促進病人安全，已是21世紀醫療環境中所重視的議題，因此本研究體認到病人安全與通報制度的重要性，透過行動通訊，網際網路等提供的簡訊服務與資訊科技的應用，建置高危急值監控與警示系統，來增加醫療團隊溝通的有效性，降低醫療疏失率，進而提升醫療照護品質與病人安全。過去因電話人工通報登錄流程耗時費力，且會因不可預期之因素發生筆誤與口誤情形，因此，當醫師接收到訊息時也已過黃金治療時間，這對病人來說，無疑是一種潛在的危險，相對的也浪費了醫療資源與成本，因此高危急值監控與警示系統之建置，可有效提昇過去人工通報作業之效益。本研究應用檢驗／檢查危險值篩選管理機制與GSM簡訊服務（GSM Short Message Service），建置高危急值監控與警示系統，本研究的系統架構具有良好的擴充性，可大幅降低系統整合及後續開發成本，透過行動通訊技術的應用，可將偵測到重要的高危險值立即通報給醫護人員，大幅減少過去人工通報的不便利性與失誤。系統實作的結果也驗證本研究具有良好的效能與實用價值。

In this health care environment, how to offer the high quality care and reduce the medical careless mistakes to promote patient safety is the most important issue that the medical industry should pay attention to in the 21st century. Due to the importance of patient safety and notifying system, through the mobile telecommunication, and the application of message service, information science and technology provided by the internet network, the research is to set up the monitor and alert system of high critical values to increase the communication effectiveness of healthcare teams, to decrease the rate of medical careless mistakes, and to improve medical quality and patient care. In the past, the artificial notice through telephones took a lot of time and manpower, and the unexpected mistakes occurred sometimes due to slip of the tongue or pen. The golden time for treatment had already passed when the doctor received the message. For patients, it is not only a kind of potential danger but also wastes the medical resources and cost. Therefore, the establishment of the monitor and alert system of high critical values can effectively increase the benefits in comparison with the artificial notifying methods. The critical value check and managed method and GSM short message service are used in this research to set up the monitor and alert system of high critical values. The systematic structure of this research, with the good function of further expanding, can considerably reduce the cost in system integration and follow-up development. In addition, through the application of the mobile communication technology, this system can detect the important and highly dangerous values, notify medical workers of the information immediately, and reduce the inconvenience and faults caused from the artificial notifying methods in the past. The demonstration of the system also shows that this research has good efficiency and practical value.
