《歐盟研究、技術開發及示範活動第七框架計劃》是迄今歐盟投資最多、內容最豐富、市場目的最明確的全歐洲性中長期重大科研與技術開發計劃。該計劃所資助的項目幾乎都是針對國際科技發展最前沿的課題或者是具有基礎性、前瞻性、預競爭性的科技難點。在計劃實施過程中，歐盟在項目遴選程序，研發資金的籌集、撥付，風險共擔融資工具(RSFF)的引入，財務報告審計以及科技項目最終成果的雙重評估機制等諸多方面進行了創新，取得了非常顯著的效果。歐盟在框架計劃執行中取得的經驗及制度成果對於我國創新型國家建設中的制度建設，無疑具有重要的參考借鑒價值。

The seventh framework programme of the European Community for research, technological development and demonstration activities is by far the most important long-term research and technology development programs in Europe, which has explicit marketing purpose and gigantic investments from EC. Projects of the program are almost those forefront scientific-technology issues or those difficulty basic, forward-looking, pre-competitive themes in the international scientifictechnological development. In the implementation process, many aspects of the EU in the project selection process, to raise funds for research and development, finance, RSFF introduction of risk-sharing financing instruments, financial reporting and auditing mechanisms, such as dual evaluation of the final outcome of projects were innovative, made a very significant effect. Experience and institutional achievements made in the European Union in the framework of implementation for building an innovative system of nation-building in our country, is undoubtedly an important reference value.
