Studies on public governance have gone through more than two decades of extensive development since the amount of research in this field rose sharply in the 1990s. According to the research collected in this study, a number of indicator systems that may be used to evaluate the quality of public governance have been developed by international organizations, academic research centers and academics. It is thus apparent that the academic community has begun to shift its focus from quantitative to qualitative research. In order to apply the use of governance indicators locally, the researcher attempted to formulate governance monitoring indicator system to suit the Hsinchu metropolitan area. In this study, the governance indicator system structures found in the review of related literature were first categorized, generalized, and merged. With the development of the governance of Silicon Valley and its governance indicators as a reference, its indicator system as well as those of other well-known international organizations were integrated into the formulation of an indicator system for the Hsinchu metropolitan area. After carrying out two rounds of the Delphi survey, academics and experts worked together to select the most appropriate components in establishing a prototype "Hsinchu City Governance Indicator Assessment System" consisting of 5 constructs, 15 indicator groups, and 40 sub-indicators that met the three criteria of the "expert consensus difference index (CDI value)", "degree of variation in expert opinion", and "indicator selection threshold". |
