This thesis aims at studying 25 cities which are at least prefecture-level cities in the Pearl River Delta and the Yangtze River Delta from 1996 to 2010, applying metafrontier model to consider the differences among these regions. Besides, in this model, we also exclude the impact of environmental variables from technical inefficiencies; hence, we can reasonably evaluate technical efficiency of regional economies. According to the experiment, the Pearl River Delta opens to the outside world earlier, and its concept and system are more advantageous than those of the Yangtze River Delta. Moreover, the Pearl River Delta serves as the birthplace of China’s system innovation; however, as policies turn the direction to the Yangtze River Delta step by step, the economic development of the Pearl River Delta goes downhill. Besides, the political implementation of "Tenth Five-Year Plan" in China offers great benefit to technical efficiency and technical standard of both the Pearl River Delta and the Yangtze River Delta in the "Eleventh Five-Year Plan." |
