提升手術室人員火災應變能力之改善專案

Promoting Operating Room Personnel Response to Fire

病人安全是醫療服務首要目標，2010年醫策會將加強醫院火災預防與應變列入醫療品質及病人安全目標。手術室環境特殊，一旦發生火災必須快速決策並採一致且協調之行動。本專案目的為提升手術室人員火災應變能力，現況發現手術室消防防護計劃內容不完整、未定期舉辦相關教育訓練、人員火災應變認知不足、消防設備操作不正確及未落實設備查核。藉由修訂手術室消防防護計畫、舉辦火災應變教育訓練及演練、制定消防設備查核辦法措施實施後，使得人員火災應變認知正確性由30.8％提升至95.9％、消防設備操作正確性由65.9％提升至98.6％、消防及避難設備查核完整性由77.7％提升至100％，達本專案目的。Patient safety is one of the major objectives in healthcare. In 2010, Taiwan Joint Commission on Hospital Accreditation (TJCHA) implemented a hospital-wide fire safety and emergency response system in a move to promote patient safety and healthcare quality. The operating room is a complex and unique environment. Should a fire occur, a rapid and coordinated response by the operating room personnel is critical in minimizing harm. This paper aims to promote operating room personnel response to fire. The results showed that the operating room fire protection plan was incomplete. Related education and training were not held regularly. There was a lack of the fire emergency response. The procedure of operating and examining equipment was not correct. Therefore, establishing a fire prevention plan, conducting fire drills, formulating a workflow to follow in event of fire, planning escape routes, and assessing the knowledge and competence of the personnel with regards to fire prevention in the operating room were implemented. After the implementation of this plan, the fire emergency response showed improvement from 30.8% to 95.5%. The ability of operating equipments increased from 65.9% to 98.6%. The completion of equipments increased from 77% to 100%. The purpose of this project was achieved.
