根據國際能源總署2010年報告(International Energy Agency,2010),2008年部門別溫室氣體排放數據中,運輸部門排碳比率排名第二位,另運輸部門二氧化碳排放總量中,海運業船舶燃油排放量占第二位,顯示海運活動造成環境污染及影響周圍居民健康。本研究經由文獻探討與分析國際綠色港埠發展現況,輔以各專家學者之建議,提出成功綠色港埠為長灘港與洛杉磯港,並分析臺灣之基隆、臺中、高雄及花蓮等四港,與該二港口間的差距。經研究綠色港埠永續發展之關鍵因素為:裝備節約能源設施、港埠能量、敦親睦鄰活動、賦稅優惠與獎勵及廢棄物傾倒管理。建請交通部航港局、臺灣港務公司、經濟部及行政院環境保護署等單位,針對上述關鍵因素,依各港之業務差異,研擬綠色港口發展策略,並加強執行成果的宣導。According to International Energy Agency (2010) on CO2 emissions, transport was the second-largest CO2 producer in 2008. In addition, CO2 emissions from marine bunker make up the second majority of emissions from transport. This indicates that port activities have caused huge impacts on the environment and the health of local community residents. This paper discussed the content of green port development through literature review, global trend analysis as well as professional advices. In this article, the four international ports (port of Keelung, Taichung, Kaohsiung and Hualien) in Taiwan are the main research targets to compare with the successful green ports, the Port of Los Angeles and the Port of Long Beach. The result shows, the key factors of sustainable development of a successful green port are: Energy saving facilities, Port energy, Promotion of friendly relationship with local communities, Tax incentives & rewards and Waste dumping management. This study kindly suggests Maritime & Port Bureau of the Ministry of Transportation and Communications, Taiwan International Port Corporation Ltd., Environmental Protection Administration of Executive Yuan and other related entities to develop appropriate green port development strategies and enhance the advocacy of implementation outcomes, based on the key factors mentioned in this article and adjusted them according to individual differences of each port. |
