The Path of International Development Law to International Digital Solidarity

主要國際組織和國際會議的報告表明，發展中國家和發達國家間的數字分裂依然明顯存在，以國際發展法促進國際數字團結的研究俱有重要的現實意義。信息獲取不平等、互聯網骨幹網網間結算不平等和信息語言不平等，是國際數字分裂的基本表現。平等和發展是國際發展法的重要價值目標，與此相對應的平等權和發展權都要求實現國際數學團結。為實現國際數字團結，必須切實落實現有的國際發展法並創新國際發展法。The Reports of main international organizations and international conferences indicate that the digital gap between developed countries and developing countries still obviously exists. The research on promoting international digital solidarity with international development law has important practical significance. The basic manifestations of international digital gap are inequalities in access to information, inequalities in internet backbone settlement and inequalities in information language. Equality and development are important goals of international development law; and the corresponding right of equality and right to development require the realization of international digital solidarity. In order to realize the international digital solidarity, the existing international development law must be carried out and should be innovated.
