以知識產權制度為載體的創新驅動發展戰略是十八大報告以及十八屆三中全會所確立的國家戰略。以創新驅動發展為己任的知識產權制度是創新發展戰略、國家競爭戰略和強國富民戰略。創新驅動發展戰略的實施必須依靠知識產權制度不斷革故鼎新。國內外經驗證明，創新驅動發展一直引領著知識產權制度的變革。我國知識產權制度發展經歷了被動立法期、被動調整期和適應期，現在已經邁入主動調整期。展望未來，我國應以創新驅動發展打造知識產權制度升級版，為方興未艾的第六次科技革命提供制度支撐。Development driven by innovation stralegy supported by IPR system is a national strategy estab-lished in The 18th CCP Report and The 3rd plenary Session of 18th CCP Convention. IPR system, focused on development driven by innovation, is a development driven by innovationin strategy, competitioin strategy and revival strategy at national level. which depends greatly on the evolution and perfection of IPR sytem Experi-ences both dornestic and abroad prove that development driven by innovation always lead the evolution of IPR system. IPR syetem in China has been through passive legislation, passive adjustment and adaptation phases and entering active adjustment phase. Looking into the future, China should form its own improved IPR system through innovation and provide support for the emerging sixth revolution in science and technology.
