從社區自主與介入性社區健康計畫之觀點談社區健康營造的推展

“Community Empowerment” and “Community Involvement in Health” in the Community Health Development

「社區健康營造」的基本概念即是強調「社區自主」與「介入性社區健康計畫」。「社區自主」是指促使社區成員以由下而上的方式主動志願共同參與介入的互助過程；「介入性社區健康計畫」是指將健康照護的策略授權予民眾，民眾為主要的角色並將健康議題轉變為生活健康化、健康生活化的解決模式融入日常生活中去解決在地問題。當基本概念已俱全時，緊接著就是推展過程，本文將強調六項原則「營造自我責任、落實基本概念、自我照顧計畫過程、應用在地化資源、加強宣導、建立社區共同體意識」等，以上論點都將在文章中作深入的探討。

The bas ic concept s of CHD emphas ize the community empowerment and CIH. The community empowerment refers to the mutual help process of the active involvement by community people in the bottom-up ways. The CIH empowers people with primary role to the care tactics, turns the health issues into the solution modes of living healthfully or healthful living, and employs the modes to solve in place problems in daily life. With the basic concepts, we will implement the programs. The six principles of building self-responsibility, implementing the basic concepts, achieving self-care program, utilizing in place resources, enhancing propaganda, and establishing community philosophy will be emphasized and discussed thoroughly in this article.
