村鎮銀行主發起銀行制度存廢之辯

On the Main Initiated Bank System of Village Bank

主發起銀行制度雖具有利於村鎮銀行專業化運作、強化對村鎮銀行的監管、增強村鎮銀行的公信力和信譽度等積極效應，但與此同時也衍生了一系列問題：因主發起銀行缺乏而致使村鎮銀行無法設立；隱性的將很多民間資本拒之門外限制了投資主體多元化，背離了村鎮銀行的設立初衷；導致村鎮銀行的其他投資者對經營管理漠不關心，造成村鎮銀行獨立性內缺，大股東過度控制等現象。有鑒於此，應對主發起銀行制度予以廢除。

Although the main initiated bank system of village bank can strengthen the professionalization of the operation of village bank, enhance the degree of the credibility, but at the same time, it also results in a series of questions, such as the establishment failure of village bank because of the lack of the main initiated bank, unreasonal restrictions to private capital investment and so on, all these departure from the original intention of the establishment of village bank. In the light of this, the main initiated bank system should be aboliished.
