論我國公用企業壟行為監督主體的確定

近年來公用企業壟斷案件時有發生，引發了一系列嚴重的社會問題，而監督主體的混亂化，使得其壟斷行為一直無法得到有效防控。如何合理確定公用企壟斷為監督主體，成為學者們討的熱門話題之一。由於公用企業身份及其產品的特殊性，單純靠反壟斷執法機構的規制顯然不能全面、有效規制其壟斷行為，必須通過反壟斷執法主體、行業管制主體和社會監督主體的共同配合，才能實現對公用企業壟斷的有效規則。
