我國地方行政機關推行設計行政之研究

A Study of Design Administration in the Local Government

當全球化文化浪潮席捲地方區域文化的同時，地方主張「文化自治化」的呼聲亦相對不斷升高。歐美日國家政府並已開始思索著，如何從「地方產業振興」與「區域活化」的角度，將過去由中央政府掌理的設計行政權責向下推動至地方政府。本研究即為經濟部工業局的委託研究，從新制度論的「治理」觀點，論述地方行政機關的設計行政內涵，使其成為一種公、私部門互信合作的整合性結構。本研究並對我國二十五縣市中的二十四縣市，以三十八項指標進行一級行政機關設計行政治理的實證訪查，所得資料按照「城市類型實證分析」步驟，以四項影響地方設計行政結構的因子，將我國縣市設計行政類型分為四類群落，分析結果證實由：（1）政府設計行政能力、（2）地方社會資本、（3）社群倡議能力，所組成的治理條件各縣市皆不盡相同。結論中建議不同群落內縣市，應依地方所具備的產業特質與社會資本的優勢，以產業提升在地民眾生活文化為基調，調配合適的設計行政制度。本研究成果可供縣市政府推動設計行政時參考，以實現地方設計行政治理制度。

This research was commissioned by Industrial Development Bureau of Ministry of Economic Affairs. From the viewpoint of 'governance institution', to expound the design administration in local government, make them an integrated structure that the governments and independent sectors can cooperate faithfully. This study investigated administrative organizations, including 24 local governments in Taiwan, form totally 38 items of design administration tasks have been collected. By the steps of 'Empirical Analysis of the City Typology', we classified the results of survey into four clusters. According to the analysis, it can be found that the ability of design administration in government, the capital of local society, and the ability of community advocacy form different governance conditions. In the conclusion, we suggest that different clusters should be based on characters of local industry and advantages of social capital to promote local living culture and allocate appropriate design administration resources. The achievement of the research can be the reference for Taiwan's local governments, while establishing the design administrators to carry out the governance policy of local design administration.
