This study aimed to discuss the factors in state-owned enterprises implementing competence transfer in the aging workforce background. With semi-structured interviews, eight human resource managers in four state-owned enterprises were interviewed. Three important conclusions in this study were concluded that the competence transfer of the Government and the state-owned enterprises tended to the reformation of retirement system so that the transformation of manpower training systems in businesses were affected; in terms of organizational aspects, five factors were contained as organizational strategies, organizational culture, support of leaders, participation of all staff, and communication and coordination among various departments; as well as individual aspects included professional competence, productive ability, and the willingness of teaching and learning. |
